OCTOBER 9, 2008
NEIGHBORHOOD SOCIAL GATHERING
The social gathering was called to order by President Richard Wolf at 7:03 PM in the East Bay Harbor Condo recreation room. Richard welcomed the 20 neighbors in attendance and introduced Bob Lovely representing the Rotary clubs and Dan Grosball with People for Puget Sound.
Bob Lovely presented an overview of the proposed Rotary Park on West Bay. It is a joint venture of all seven Thurston County Rotary clubs. The park is one acre and will include water access for kayaks and canoes, benches, walkways and a donor brick lined path. The city does not have funds to complete the park so Rotary is seeking funds for development and ongoing maintenance. There is still a significant amount of remediation necessary to receive final permits for developing the site. As a fundraiser, they are selling bricks, pavers, benches, picnic tables and wall seats that can be engraved. Don commented that the kayak launch area is a great idea and that the Rotary symbol looks “nautical”.
The minutes of the March 13, 2008, neighborhood social gathering were moved for approval by Russ Meixner, seconded by Don Law and approved unanimously.
Richard presented the Treasurer’s report. As of the end of September the treasury contained $4,551.42 after a $1,000 fundraising contribution to the Bigelow House. The treasury balance has remained between $4,000 and $5,000 for the last couple of years. Our charitable contributions to FOFM, OAR and the Bigelow House have been funded by the annual neighborhood fundraisers.
There was a general discussion regarding an EBDNA contribution to the Rotary park project. The members favored some contribution but asked the BOD to place it on its next meeting schedule and decide what contribution EBDNA should make. Richard tabled the idea for tonight and will place it on our next BOD meeting agenda.
Kelly Hamilton was honored for his receipt of the city’s Neighborhood HEROS award this year in recognition of his efforts to enhance the neighborhood environment including his clearing of weeds and invasive plants along the waterfront and his work maintaining the murals on the retaining walls along EBD. Great work Kelly!
President’s Report
- Thank you notes from Black Hills Audubon Society, Providence St. Peters Hospital and Sissy Kluh for EBDNA’s $100 contributions in memory of Ted Kluh.
- Thank you from Bigelow House for EBDNA’s $1,000 contribution.
- Introduction of Eithna Love from the EBHCs.
- Heritage and Neighborhoods city program. E-mail Heritage@listserv.wa.gov
- Discussion of damage and repair to welcome signs and request that neighbors keep watch for graffiti and vandalism.
- Announced the new EBDNA web site at www.ebhca.com . This is the East Bay Harbor Condos web page and we have a link attached to it. Minutes, calendars and other pertinent information will be posted for our neighbors.
- Announced Peggy Bruton’s resignation from the BOD and thanked her for all her efforts on behalf of EBDNA, especially the recent candidates night forum that she organized and conducted.
Committee Reports
- Environmental – George Bray reported on two work parties in April and June at the view platform. Had approximately 15 people at each. Vandals have stolen 10 plants in our view park that will be replaced this year as we continue work on the Shoreline restoration project. The next work party is scheduled for October 18, 2008, from 9-12. We will be spreading mulch and planting. There is another work party scheduled for November 8, 2008, for continued ground preparation and planting. Dan Grosball updated us on the progress of the shoreline restoration project and discussed the trees along the shoreline, possible pruning, benefit for fish habitat and possible additional tree plantings. Concerns were raised about blocking the views. Question is how do we make Budd Inlet a better habitat area for salmon and still maintain water and mountain views along the shoreline. Impacts of the CLAMP decision regarding Capitol Lake and its impact on East Bay was discussed and the importance of each of us getting involved in the CLAMP decision making process.
- Traffic – No Report
- Legal – Don discussed the use of the neighborhood e-mail list and that the BOD is trying to develop guidelines for its use. Concerns expressed about the type of information that should be sent to neighbors and members were asked to share their ideas or concerns with Don or the BOD members. Such things as political, commercial or religious announcements or information will not be allowed but non-profit organization information is a gray area as we like to support various nonprofits but it could lead to unwanted solicitations. Mary Jane suggested allowing public service announcements and notices regarding city activities.
- Emergency Preparedness – No report. Richard reminded everyone to be sure to put together a survival kit including water, food, batteries, radio, flashlights, medicine etc. that will sustain a family for at least 3 days during an emergency.
- Social - Jill announced that the August fundraiser provided a $1,000 donation to the Bigelow House with an additional $319 going to the treasury. Average attendance for the past several fundraisers has been between 45 and 50 people. Jill asked for ideas for next year’s fundraiser suggesting perhaps a summer beach stroll similar to our New Year’s Eve stroll. She also asked for input to the 2009 social calendar that will be published in January. Consensus was that we should continue our annual neighborhood fundraisers.
- Port – Richard reported that the Port will be issuing RFPs for both the North Point and East Bay areas to see what developer interest is for those properties. He also discussed the upcoming dredging and the Cascade Pole site capping. He also reported that the Port will delay building the new MNO docks and will be considering a gas dock proposal during 2009. Finally, the Port has indicated they are working a deal with a new tenant but would not disclose the name or type of business. They did have concern about additional truck traffic so we will continue to monitor the Port’s activities and keep the neighborhood informed.
Election of Officers and Directors
Don Law, chair of this year’s nominating committee, announced this year’s candidates for the BOD. They include President – Richard Wolf; Treasurer – Gerry Tays; Directors – Russ Meixner, Teri Mason and Brian Martin. The above candidates were elected for two year terms by unanimous vote. Thanks to Don for his efforts as chair of the committee.
Tryna discussed the passing of our neighbor George Tellevik and how much he would be missed.
As there was no other business for the membership, the meeting was adjourned at 8:55 PM.
